How can I turn off that permanently?

Firstly, the legacy title is not being actively developed so you should be looking to moving towards the Type Tool and Essential Graphics.

I cannot replicate the issue but your description is very vague - if you can exactly describe the steps to demonstrate this we can try to reproduce. Having said that, it is unlikely to be a priority fix since the tool exists now only for legacy compatibility.
