level sound on timeline: sound is distorted

level whole track sound on timeline

 When I want to level the sound on the timeline in adobe premiere it doesn't work. if i select all and select audio gain and 'use the option Normalize All Peaks' and choose 0 db or -3, one clip is good, but the other is distorted. What to do?
