Lining up clips to audio

... it will not let me come close for some reason.

If I'm reading your video correctly, the clip is placed within 1/200th of a second of where you want it. What do you consider "close"?

I don't know how content creators can get such crisp transitions on music beats if this is such a major limitation...

The frame rate of your sequence is going to be a limitation - for you or for anyone, with Premiere Pro or with any other NLE. Higher frame rates will give you more flexibility in this regard, and as Ann Bens pointed out, you can shift audio by sub-frame amounts in Premiere Pro (but it will still be related to frame divisions on the video track).

"Crisp"-ness is a perception and experience which can't really be quantified and is not wholely dependent on the technical details. As you seem to imply, others have acheived "crisp"-ness within the above constraints.

Video can only be moved per frame.

Audio can be moved in 1/48000 per second.

best is to turn audio units off if you just want to edit images.
