Linking Media locate window is way too cropped glitch

My attached screenshot is the best way to understand what I'm trying to describe. Somehow, the window that opens when I click "locate" to link offline media has become almost warped and cropped to this teeny tiny box. I have to open the locate window to fill my full computer screen, only to actually have access to about 1/5 of my screen. I can't drag to expand it, and it's incredibly frustrating to try to locate media through. Nothing I've been able to do has allowed me to re-expand it, including completely removing Premiere from my computer and redownloading. This has been happening for probably over a year at this point and I can't find a solution.

I'm getting so frustrated, I'm desperate for a solution, if anyone has any answers!
