Linking offline mogrt files to user/library from inside Adobe Premiere

I've upgraded to a new M1 Mac and now have offline .mogrt files I utilize via an extension window from inside AP on the new computer.  I have placed the .mogrt files in the same location as they were on the old computer:

username/Library/ApplicationSupport/Adobe/Common

I can use these .mogrt files via the extension window for new projects, however older projects have those same assets offline.

When attempting to link the offline .mogrt media I am able to navigate to the user library folder from inside AP but it is the ONLY folder I cannot open.  I can see the thumbnail of the folder, but oddly it does not appear in the drop down folders next to it in the attached image.

Is it not possible to navigate to this folder from inside AP?  Will I need to move those purchased .mogrt files somewhere else on my hard drive?
