Locate Media Issues on moving project to different platform / computer

Sounds like something to do with how each workstation accesses the network.

Have you tested what happens if the media is stored on an external drive formatted as ExFAT?

I recommend Steps 3G and H below.

I actually go from Windows 10 to MAC and MAC to Windows 10 a lot and I have had pretty good success with it, however, we have had issues going from one version of Premiere Pro to another. Are both versions from MAC to PC the same version? So, you have already gone to PREFERENCES > MEDIA DISK CACHE and selected DELETE UNUSED. That's good. While Link and Locate should fix all this, was the structure of any of your footage, cache, or project changed at all and copied to a new location or are you just opening from hard drive?

1. I do know of some issues of corrupt preferences interfering with what seems like unrelated issues, you might want to go to USER > APP DATA > ROAMING > ADOBE > AFTER EFFECTS and delete the version folder(s) for the PC. This will reset your preferences back to default.

2. With smaller projects, we usually organize our projects under a single Master folder and within is our Premiere Projects folder and Footage folder and anything related to the project. This allows users to keep several projects on a single drive or partition and keeps all media linked and functional. We also change the location of our media cache to mobile, fast locations (like an SSD drive) so all the cache doesn't have to be re-written. This can speed things up! If you organize this way already, ignore the following. As an experiment, you can go to FILE > PROJECT MANAGER and collect your project (Collect and Copy) and all files related to it into a single folder and then try to transfer. If you have success, it could be how your project was transferred (although, Link and Locate is usually amazing regardless). Note: If you are dealing with a massive project with a lot of media, this may not be the best choice for you.

3. This may be the last measure--but it could also be true that there are issues with Premiere itself and uninstalling and reinstalling may be in order. I would use the Creative Cloud Cleaner to reinstall. This can eliminate some corruptions in your Premiere.
