Location of Media Cache Database/Files

With the latest releases of PPCC 2017, I have noticed a duplication of both Cache files.   If you start a new project and in the setups, change both the Media Cache files and the Media cache database from the adobe default location in preferences, to a specific drive, said cache files will then appear as designated.  However, the pre-assigned adobe default for these cache files still appear under the default at the same time: (Library/application support/adobe/common) as now a duplicate of the new program.  So as a duplicate, if you then delete said files in all locations, then relaunch the project, adobe then reloads the cache files in the designated and default locations.  Why does this do that?
