Lost my ability to adjust frame when zoomed in

Hey guys, 

 

See the attached screenshot. Ever since an update, when I zoom into the frame, I can't scroll vertically or horizontally to zero-in on a certain part of the frame. How do I regain that function?

Use the Hand tool or press down the scroll button on you mouse and move the image around.

In the beta the scroll bars have been reinstated.
