Loud static noise after normalising audio

Hi everyone,

I'm having an issue with Audio on premiere pro. Sometimes I'm working with audio that starts loud then dips down quiet soft at the end of a spoken sentence so naturally I'll normalise all peaks to -3. For some reason on some of my cuts this has caused an obnoxiously loud static sound for 1 second between a few of my cuts when the 2 cuts seem to be close together. Can anyone explain why this is happening?
