low level exception occured in Premiere

Question

If I want to open my Project ( that I worked on in a different version of Adobe Premiere) I get the low level exception and cannot see my footage, nor title design fonts etc. I basically cant work on the project, I tried to reset the default , did not help!

Please let me know if I have to reinstal an older versin and if yes is tht still possible with cloud based Adobe services?

If you're using v14.1 then this is a known issue; you probably have the older title format (now known as Legacy Titles) which cause this error in 14.1. You can change your graphics renderer to Software Only, or else donwgrade to v14.0.4.
