Low on System Memory - But have 64 MB, and only 33% is in use

Premiere seems to be running awfuly slowly (2020, just updated).  I have 64GB of ram installed and a message appeared similar to "Premiere Pro is low on system memory. Save your work and proceed with caution."  However, only 33% of my memory is in use according to the task manager, and PP is only using 8 GB.  Only 6GB is reserved for other applications in the preferences, and it says 57.9 GB is available for Adobe products including PP.  Any suggestions?
