Low or High Res Export

Hi, I'm exporting this file which contains an old 480p video in it, should I export the whole video to 480p or export the video to 1080p to match the high res files in the project?

    PremierePro's scaling function works much the same as the scaling does in Photoshop. Up until at least 40% increase will do just fine, beyond that it's a matter of taste and what you find acceptable.

    Alternatively, you may consider using an external plugin, such as InstantHD from Red Giant to upres footage from SD to HD (which has now been upgraded to Instant 4K, I believe) or send the clip to After Effects and let the Detail-preserving Upscale effect do it's magic.

    Trial and error.

    I would not export the old 480p first but put in straight in the high rez project
