Just providing an update to this post that after some troubleshooting steps and testing on our side via DMs, it turned out that resetting preferences was the solution that resolved the issue, in this case.

Want to reiterate in case of anyone wandering in seeking solutions, that if you do choose the SHIFT launching Premiere option to reset preferences, you need to make backups first. There are a lot of guide videos and tutorials out there, along with our HelpX page that you’ll want to review first and some files of note to copy somewhere else, such as Desktop or another location entirely.

    To find preferences, go to:
    For Windows: <drive>\Users\<user name>\Documents\Adobe\Premiere Pro\<version>\Profile-<user name>

    For macOS: <drive>/Users/<user name>/Documents/Adobe/Premiere Pro/<version>/Profile-<user name>

You’ll want to copy/backup prefs that include things like:

    • all effect presets are in "Effect Presets and Custom Items.prfpset"
    • /Settings/Overlay Presets contains the overlay prests
    • /Layouts contains workspaces
    • /Mac (or /Win) contains keyboard shortcuts presets like ‘kys’ file.
    • Installed Guides.guides contains any saved Monitor guide lines

In your user home folder, in the Documents folder, you should find Adobe > Premiere Pro version] > number] > Profile-lusername]. In that Profile-username] you'll see "Adobe Premiere Pro Prefs" which is the main preference file for application-level preferences.

Really though, you should copy/back up the entire Profile folder. You can always then replace the backup if resetting the preferences didn't solve your issue.

If your issue is solved by resetting prefs, but you want to try and restore what you had, I would advise to do so carefully one by one and resume testing to ensure you’re not replacing the problem right back in.

If you are using third party and additional plugins, make sure those are up to date and check with the developers if that is also a suspected issue.

This may not be what you need to do at all or in every case of transcription issues, but I did want to update what did happen to work for this particular case and explain carefully to remind about backups, if you have shortcuts or layouts and things you want to try to preserve to bring back in.

    Hope this update helps!
