Is there a way to make a clip offline in one timeline, while keeping it online in another timeline in the same project?

Clips being Online/Offline is at the project level.  So, as you've noticed, this affects all Sequences in the same project.

However, we can export a Sequence as a Premiere project and then have that project open at the same time.  To do this, select a Sequence and then choose File > Export > Selection as Premiere Project....  Optional:  delete the Sequence from the original project after opening it as a project.  With separate projects, clips being online/offline in one will not affect being online/offline in the other.

That said, have you tried Enabled/Disabled?  Instead of making clips offline, try choosing Clip > Disable instead.

Thanks for responding, and the tip.  I actually had already done the new project thing for a few sequences.  But I have a lot more sequences to deal with, so this approach is going to be kind of cumbersome.  I seem to remember, from many years ago, that in FCP 7, you could link and de-link timeline clips from their source media files -- and only that timeline was affected.  Maybe I misremember, but it would be a welcome feature in Premiere.

Final Cut Pro classic had an option to create a new Master Clip in the options when we right-click in the Timeline.  Like with any Master Clip, taking it offline only affected affiliates of that Master.

The Premiere Pro equivalent would be to import a Source Clip a second time and replace the instance of it in a Sequence or insert/overwrite is separately.  When taking a Source Clip offline, only corresponding instances will be affected even of it's the same clip in the Finder (and be sure to choose "Media Files Remain on Disk" when making it Offline).  If taking this approach, Labels or Names should work to differentiate them.
