Exporting markers - to csv or to txt - does not include the name and the description of the markers. What to do?

I don't quite understand your problem. When you export markers from Adobe Premiere Pro as CSV file the names and comments are saved in column 1 and 2. The only information that gets lost is the color of the marker (in case you changed the standard color). Adobe Premiere only saves the marker type (column 6), but not the color.
