Media Encoder not installed

I only had this problem until recently, but whenever I try to queue for media encoder it says it isn't installed and yet it's installed on my computer. It's so confusing. I currently have premiere 2018. I've tried updating Media encoder, uninstall install, nothing works. Any suggestions?

I'm currently using 2021, this is the version I uploaded after I was having issues
