Media Encoder v 24.3 Fails Launch from Premiere 24 v24.0

Question

Anyone else experiencing issues with Media Encoder failing to launch and render files from Premiere?

The "Send to Media Encoder" option opens ME but the progress for opening the project eventually freezes as seen in attached screenshot. I eventually force quit the application if it doesn't crash first.

This happened awhile back in Premiere when I experimented with Dynamic Links from AE. I avoided Dynamic Links for a while and wanted to try again with my latest project. Looks like the same issue is again happening so I replaced Dynamic Links with rendered MOV's. Ran the render inside of Premiere's renderer because AME is not funcitoning at all. Updated software yesterday to latest builds of both Premiere and ME.

At this point, I for sure will never use Dynamic Links again as I just want Media Encoder to function with my other applications.

I am running Ventura 13.4.1 on M2 Max with 32GB.
