Media Not Imported Correctly and Can't Delete to Re-Import

I imported a video. Something went wrong because the progress bar stalled out. I hit cancel. Now the corrupted video is in my media and I can't get rid of it. I have followed all of the suggested methods for clearing the media cache and none of them work. 

I have closed all of my projects. I have manually cleared the cache. I have cleared the cache using the edit-preferences. I have tried to make the clip offline. I have uninstalled and reinstalled the program. It is like a zombie that keeps coming back from the dead. I am hoping that someone can help but I don't understand why there isn't a simple option to click forget/delete from a media file?
