media offline in premiere Pro Program tab

Hello

I ran into a weird problem, premiere pro is saying media offline in the program preview tab, but media is linked in timeline and bin. it shows in the timeline and bin.

when I try to play it in the program preview window it shows offline.

please see the screenshot attached.
