missin double arrows

missing double arrows where you would normally search for effects. Its gone and not coming back. Please dont waste my time saying its becasue all the windows fit. I know they fit i can see them but that doesn't help with the double arrows. there should be 2 arrows to the right of libraries.

Also you can try again from the Window menu "Workspaces" and Reset to Saved Layout.

I'm going to guess the panel has been closed. Use the Window menu up top and make sure "Effects" is checked.

What happens when you try to access the effects panel by using the Window dropdown menu?
