Missing Channel Blur Effect

I am trying to apply the channel blur effect to my clip but the option does not appear in my effects tab. Is there a bug removing some filters or was the effect moved someplace else?

    Hey @robrandon0 @Carmelo Nicol351103341jea  The channel blur is removed along with all the obsolete effects from 24.6 latest update. If you still wish to use it, please install the older versions of Premiere Pro application. Thanks!

    See the answer marked correct from @RitishKapoor earlier in this thread. Use a previous version of PP if you want to use this obsolete effect.

    If you're looking to create the halation effect I had the same problem. Check out this video to make the effect using another method https://www.youtube.com/watch?v=EE_K9SieHb4
