Missing the Double Arrow Tool

Hello everyone.

I am watching a Video Tutorial, and I can't get this Double arrow tool back. I also Reset my workspace but Its not there anymore. I want to be able to add Effects Panel to my Workspace

    That is because all tabs fit into the window.

    If you make your window smaller the arrow will appear.

    And beware: in your second screenshot you have two projects open.

    I find this feature sometimes confusing and prone to making mistakes.
