missing timeline, missing recent file and delay

Hello, I encountered an error here

suddenly my timeline disappeared and was delayed, the recent file was also not visible just a black blank. In the window I have checked the Timeline and other sections but they don't appear.

I have tried reinstalling the 2022 and 2023 versions but the result is the same.

Any solution?

    it worked, the problem is not in the workspace.

    I just added a ~ sign in the UXP folder. I don't know what it does, but my Adobe Premiere Pro is back to normal.
