Modify to interpret footage is "grey out", thus cannot slow down may clips, why?

For some reason the Modify tab is grey-out and thus I cannot select it to Interpret my footage. HELP!!! This has never happened before.

Seems like a preference corruption issue. Please try to reset app preferences (FAQ: How to reset (trash) preferences in Premiere Pro? ) and check if it's working.
