Modify Tool Windows on Preview and Record Windows

There used to be a way way, by clicking the "+" sign on the tools pallets below the Preview and Record windows, that one could modify/customize the tool palette.

That plus sign is now missing. I admit I'm rusty as I have not edited in over a year. Thank you!
