Moving from PP 2022 to PP 2023 breaks scaling in renders
After updating from Premiere Pro 2022 to 2023 (using the latest 23.4) I noticed a problem with scaling.
If you have different video layers / graphics in a HD sequence (for example 1080p) and render the timeline to 720x576 (DV PAL Widescreen 1.46), the end result is much blurrier than what you get from the version 2022 with the exact same settings. Let's say you put a png image of a book with text on it and render it from a 1080p timeline into a DV PAL video.

It only happens with when using CUDA, but software rendering is slow and also seems to be buggy.
You can work around this issue by rendering the sequence in its original resolution, and then render that video into SD. This just demonstrates that something is wrong with the scaling inside Premiere.
I'm using Windows 10 pro with latest Nvidia Studio drivers. First I thought it was the Nvidia drivers, but it actually is Premiere Pro (and Media Encoder gives the same result).
