MP4 file not importing correctly

I've recently updated to the latest version of Premiere, and tried to import a new file for a project.  The clip is 60 minutes long, mp4 format, containing both audio and video.  Premiere is only importing the first 21 minutes, video only.

I have cleared the cache files, moved the cache files, and moved the original file, all with no success.  Other clips of similar lengths and format are loading just fine.  I do notice that even after Premiere says it has processed the file in question, it does not appear in the new cache folder.

I'm grateful for any assistance.

    Huh. You've done about everything, the one thing that puzzles me is that AME doesn't fully "get" it also.

    How about a screen-grab of the Video section of MediaInfo's Tree view of this clip?

    False alarm.  I was assuming the problem was with Premiere, but it turns out that the file is corrupted/incomplete.  I guess it only downloaded half the clip on my computer, but the media players I was using thought it was a full hour.  The audio is still not working, so I'll redownload the clip and hope that it works - if not I'll come picking your brains again.

    Are you importing by using the Media Browser panel in PrPro?

    I am.  It takes longer than usual to "process" the clip and always determines that it is only 21 minutes without audio. 

    I have also tried using the Media Encoder CC to convert to another type of file, but Adobe's Media Encoder also thinks that the clip is 21 minutes without audio.

    (Although, if the Media Encoder is "ingesting" the file, it will copy the whole clip correctly - but that new copy has the same issue importing in Premiere.)

    Just for more information, the clip in question has the codec avc1 (H.264).  Another clip of the same type works just fine.
