MP4 h264: "File has an unsupported compression type" CC 2020 from CC 2017

I am receiving the "File has an unsupported compression type" error why importing a file from my GoPro Hero (2014) into Premiere Pro 2020 v14.

 

It worked absolutely fine in Premiere Pro CC 2017, and I had edited the clip in a previous project. Now, when I open that project, I am asked to locate the media, then receive the error when importing it.

I have tried:

  • Uninstalling and reinstalling Premiere Pro v14 and v13.
  • Clearing my media cache and media cache database.
  • Moving the files to a new location ans starting new projects.
  • Changing the extension to .mov (and various others that don't work).

 

I would rather not re-encode every clip and it adds a significant amount of time to my workflow.

 

I would re-install Premiere Pro CC2017 if I could, as I know the files worked fine then. I can't seem to figure out how to do install any earlier version than v13.

I have uploaded a short test clip available here. I have many like this which are not working. (Please ignore the hat, it was a gift and the only way I could attach the GoPro to my head)
