MP4 playing Weirdly

Hi all, trying to play an mp4 in prem pro recorded on a samsung smartphone. It plays really weirdly on pc, including prem pro and skype yet plays perfectly within windows media player and on android phone. Could it be some kind of codec isue? It almost looks like its being fastforwarded on vhs tape. No sound either.
