MP4 shows as 28.22fps in Premiere Pro

I have an MP4 file sent by a client, that shows as 28.22fps in Premiere Pro, but as 29.971 in Avidemux & VLC, and as 14.985 (half of 29.97) in GSpot!

It plays fine in Avidemux & VLC, but the audio won't load in PP. If the audio track is extracted to .wav in Avidemux & imported to PP, the video goes out of sync (by about 3 seconds after 2 minutes)

I've rerendered the video to 29.971 in Avidemux, and now PP won't even load it, with an error saying there are no video or audio streams in the file, although it plays fine in other players.

I'm stumped. Does anyone have any idea what's going on?

Is there some way I can tell PP to play it like a 29.97 although it's properties show 28.22?

    What is the source of the video... from a camera, a screen capture program or ???

    Source file likely uses Variable Frame Rate, which Premiere doesn't like very much.

    The standard reply on the forums has always been "convert to Constant Frame Rate using the HandBrake software", however someone reported the other day that the latest version of HandBrake apparently no longer fixes the issue. You can try it, or the other suggestion was to convert using VLC Media Player, have not tried that approach.

    Just one person reported having issues...

    Last version of Handbrake works just fine.
