.MTS file Audio out of Sync in Premiere Pro 14.9

I have an .MTS file that plays perfectly in VLC, but once imported to Premiere the audio falls all out of sync. When I look at audio waveforms for the clip, everything looks to be in the correct place, but what I  hear when I play the clip back does not match the waveforms. The audio is out of sync like this whether I am watching the clip in the Source window or editing it on a timeline. I tried converting the .MTS file to an .mp4 file with Media Encoder but that did not fix the problem.

I am using the latest Premiere Pro version 14.9 on an HP Zbook.
