I am wondering if anyone knows how this effect is created?:

It's not a single effect. It looks like a variety of effects and techniques were used. Basically, any time you see the subject in the frame more than once, some kind of layering or "compositing" is done.

As far as the compositing goes, this music video has a lot of masking over time (called rotoscoping), green screen keying, and split screen effects. Some of these shots look very easy to do with a simple locked down camera, a second take on a second layer and cropping or a mask revealing the layer below.

If you're a beginner, it might be cool to start with simple split screen effects.
