My cpu is not fully used but it's still at 100%

Hello, 

I want to ask you something about my cpu and premiere pro. 

When I was rendering video, it says that my cpu is fully used, but it was using only 3.0ghz out of 4.9ghz which is the max speed of my cpu (Intel I7-12700F).

Do I have to change some settings in premiere pro or my cpu turbo boost is not on and I have to turn it on in bios?
