In MediaInfo, go to the "Tree view" ... and it will be either listed well down the panel as Mode: variable framerate or constant framerate.

Post Premiere version and build, OS and computer specs.

If the footage is variable framerate convert to constant framerate with Handbrake or Shutter Encoder before bringing into Premiere. You can check this with MediaInfo
