My phone footage playback is glitching in premiere pro

In MediaInfo, go to the "Tree view" ... and it will be either listed well down the panel as Mode: variable framerate or constant framerate.

I don't know where I have to look...

Is the footage variable framerate or constant framerate?

Premiere version is 23.0.0 Build 63

Windows 10 64-bit

Post Premiere version and build, OS and computer specs.

If the footage is variable framerate convert to constant framerate with Handbrake or Shutter Encoder before bringing into Premiere. You can check this with MediaInfo
