My Premiere Pro becomes unresponsive when i try load projects

Question

My premiere pro becomes unresposive when I try to load up a project, it also happens when i try to open my preferences. I have

Adobe Premiere Pro Version 24.0.3 (Build 2) (it has happened with other versions as well)
Windows 10 home
I've tried

1) Reinstalling the software
2) Restarting my pc and starting PP with no other programs opened
3) Unticked "import workspaces from projects" as recommended in a different bug report made by someone else
Ive tried all of it except for formatting the pc, which i want to avoid.

My solution so far has been closing the software through task manager and reloading different project multiple times until the one time it does load up.

Please help! :'(

Updating it fixed the issue, I'm sorry about the inconvenience, I should have tried that first. I didn't think updating will work because ive had this problem for a few versions,

Ann's right, current is better, and...Does this happen with every project you try to open, or just some? If you make a new, empty project, save  it, close it, and reopen, do you experience the same unresponsiveness? Confirming: PPro hangs if you attempt to open any preference pane, or just some preference panes?
