My video/sound clips in a cut timeline are relinking 16 frames early. Help!

I am running Premiere Pro CC 2019. The cut video/sound clips in a cut timeline are relinking 16 frames early. The length of the cut clip is correct but starts 16 frames early. As you can imagine, this is causing havoc! I have been corrected it but there are thousands of cuts. Talked to support in India but they couldn't figure it out. Can anyone help? Do I have a setting wrong?

    Why are you relinking?  What's the work flow here?

    I am not actually relinking. It happened when I reopened the project. I have tried relinking while project is open and it relinks the same.

    That is odd.  It's never happened to me.  I don't recall ever seeing it reported here.

    Rather than trying to correct it manually, my first thought is a full system reboot.

    Thank you, Buck! Unfortunately, I tried all your suggestions and nothing seems to have helped.It seems like the problem should be in the settings but... All the timelines have the same issue. It seems like the problem occurred (although I am really not certain) when I moved the content of my timelines into newly created 422 timelines. I went back to the originals and they now have the same problem!

    Any other ideas you have would be very welcome! Happy New Year!

    I've not encountered this before, but I do have some ideas:

    1. Make sure your sequence settings (frame rate, etc.) are exactly what they need to be.

    2. Try copying a section of footage (lassoing with your mouse) and then dropping that sample into a brand-new project. Are there still 16 early frames?

    3. I follow the PremiereBro blog, and in this article -- although it's for an older version of PPro, it might still be relevant -- I was thinking #5 and #7 (preroll/postroll and transition default durations) might apply to your situation:

    There are many more knowledgeable forum regulars here, but I thought we could take a stab at some of the most easily-overlooked troubleshooting steps. This has to be frustrating, so hang in there and we'll figure it out!
