New 25.5 project exported with manager gives "The Project could not be loaded, it may be damaged..."

So I have a brand new Premiere 25.5.0 project that literally has 3 photos, one brand new After Effects mogrt, and a single nested composition that I exported using the Project Manager for a client to test the mogrt.

 

I try to open the brand new Premiere project it literally just exported and it gives me this classic bug:

 

"The Project could not be loaded, it may be damaged or contain outdated elements."

 

I try exporting it to other drives, to other locations, I switch a dozen options off and on. Heck I even got a new bug on one export, "An unknown error (-1609629681 occurred during the Project Manager..."

 

I tried the suggested workarounds, tried importing, was almost hopeful when the Import Premiere Pro Sequence seemed to be loading, but then just choked with the progress bar at half. I am able to open the exported nested composition, but the one with the Mogrt and the necessary data continues to give this error no matter what I do. Oh, and the original project file opens and works just fine. This is beyond frustrating!!!! I am on deadline and I really need some answers as all the other solutions are 10 years old. 

 

On M1 Macbook Pro Maxed out running latest Ventura. Have had no other issues lately, this one is new to me. Thanks for any information!

I finally found one workaround. Selecting the main sequence and using the "export selection as Premiere Project" and then moving the results into the folder with the original elements exported using Project Manager and somehow it opened.

 

Just a quick note, the mogrt incorporates Responsive Design, not sure what else would cause this bug?
