New Layer Text is not able to show its box frame

When I add a new layer text, I should be able see the edge of text box, mark at wherever I want to add or change text.

But for now, I can't not see there is the mark, I also can not see the text box edge. Only an arrow.

Please see the pic. This is how it look like when I click on "New Text Layer", no text box appear.
