New window boxes wont open until restart (import, open, save, LUT select windows etc)

New issue now that I've updated to 22.2.0.  Windows/dialogue box,tab, whatever you wanna call it, will not open.  If I try to import a LUT, it will not open the window to do so.  If I want to import footage, no go.  I just click and nothing happens.  I thought it was a one-off, so I restarted the program and it fixed.  But it has happened twice since then.  And This is probably the least of my problems with Premiere right now, but it's simply inexcusable that things keep breaking with every update they release.  I want video editing software that WORKS.  

I'm on a 2021 Macbook Pro w/ M1 Pro Chip.
