No Metadata & Timecode Burn-in effect

I understand this effect is supposed to be in Premiere Pro15.2 onwards; I have 15.4.1 (Build 6)

"Timecode" effect and "Clip" effect are in Obsolete in my version, but their replacement "Metadate & Timecode" is not anywhere I can find

Can anyone explain this?
