No option to export .scc closed caption sidecar file?

I have to deliver a program and the broadcaster, PBS, requires a separate .scc or .cap file for the closed captions.  But when I export from Premiere Pro/Media Encoder, I only see .mcc, .srt or .xml files as options.  Any idea how I can fulfill the .scc requirement?

    Hi Patster66,

    What is the Captions standard, is it CEA-608 or CEA-708?

    Create a CEA-608 caption and you can export your closed captions as a sidecar .scc file.

    Please change it to CEA-608, the .scc sidecar format supports only 608 data.
