I just chatted with adobe support an these were the steps the gave me to reset the preferences that worked for me!

    1. Please try to double click on Blank desktop screen first

    2. Now On top left corner, near Apple Icon, you will see "GO" option

    3. Click on that, select "Go To Folder" option

    4. In the search box type ~/Library/Application Support and hit enter

    5. Please confirm that it should be            ~/Library and not just       /Library, the small sign    ~    is important, or else it will crash all applications.

    6. Please locate and Rename "Adobe" Folder to "Adobe.old"

    7. Now again, in the box type    ~/Library/Preferences    and hit enter

    8. Please locate and Rename "Adobe" Folder to "Adobe.old"

    9. Now, the final one, please Go to "Documents" folder of MAC and Rename "Adobe" folder to "Adobe.old

We had the same problem with Premiere Pro 2019 (v13.1.2) on OSX 10.13.6. The fix above solved our problem as well.

We followed the same steps, but on a deeper level as we don't want to modify all preferences from all versions of all Adobe applications. We renamed the following:

    • Library/Application Support/Adobe/Premiere Pro/13.0 (OLD)
    • Library/Preferences/Adobe/Premiere Pro/13.0 (OLD)
    • Documents/Adobe/Premiere Pro/13.0 (OLD)

Thinking back, I regret that we didn't change these folders one by one and tested if this fixed the problem. I can imagine it isn't even necessary to change all three of them.

Together with the video playback not working, we also had another problem: once PPRO was launched, the Blackmagic audio output stopped working (on the entire computer, not only in PPRO). Deleting these files also fixed that issue.

Unfortunately, there are a gazillion reasons why a person may have problems. There is some info here somewhere about ' what info to include to fix problems or ask questions' or something like that. It's a lot of work to supply all the info but it's the only way to go about it. Unless someone just takes a guess and says something like, "give your computer a good kick and see if that solves the problem."

    good luck !
