No Program Monitor or Source Monitor

My Adobe Premiere Pro CC 2018 doesn't have a program panel or a source panel. They don't appear when I reset a workspace and they aren't in the drop down menu when I go to Window on my menu bar. Keyboard shortcuts of Shift 2 or Shift 4 don't work either.

Uninstall, use the Cleaner Tool, and reinstall:

- Close Pr.

- When clic to open Pr, immediately press Shft + Alt + Cmd (on Mac) or Shft + Alt + Ctrl (on Windows) and keep pressing to delete the preferences.
