Nothing happening when trying to create Transparent Video, Color Matte, Black Video

I'm using latest 23.60 version of Premiere and nothing is happening when I do these click throughs:

File>New>Transparent Video

File>New>Color Matte (color picker does come out but nothing is created)

File>New>Black Video

I've used these before and the film lands in my project files somewhere. Now nothing happens at all.

Please help, thanks.
