NTDLL.DLL error when launching Premiere Pro

Issue:
User found that when they launch Premiere Pro nothing happens.  When I logged into the system after hours I found that the EXE was running in the background after launching the EXE.  I uninstalled and reinstalled Premiere Pro.  Was finding that nothing was happening, the app wasn’t even running in the background.  Checking the Event Viewer I found a reoccurring error whenever I attempted to run the EXE.

Conducted a sfc /scannow, error still occurs after finished.

 

Steps to Reproduce: Attempt to run the application

Expected Result: The application should run

Actual Result: Application doesn’t run and appears to be crashing in the background

Premiere Version: 26.3.2 (before and after reinstallation)

OS: Windows 10 Enterprise

    If a reinstall of the Visual C++ fixes this issue, then it will be a repeat of the issue that we are seeing with Illustrator and InDesign, where updates to those applications go out and “updates” Visual C++ DLLs found in the System32 folder of the OS.  I’ll try that tonight.
