Hello, would anyone know if I can download an older version of premier pro that would be compatable with OS X EL Capitan 10.11.6?

No longer possible. Premiere Pro CC 2018 (12.x) was the last version of Premiere Pro that was compatible with El Capitan. Unfortunately, that ship had long sailed: Version 12.x became permanently unavailable via the Creative Cloud app in late 2019 - more than two years ago.
