One Frame back glitch?

Afternoon, 

We have recently upgraded to 22.4 (lastest version) and we have noticed a new frame by frame glitch using the left and right arrows. When going forward, the application responds as expected, but goin backwards on the timeline, the video will glitch and act like its not going back. But the timecode on the window will roll back like normal. I have attached a video to show the behavior. 

Is anyone else having this issue in the new version, or is there a fix or even anything to troubleshoot here?
