Open captions are disappearing even if I save

Whenever I make open captions and save the project, the captions are all missing when I open the project again after closing, except the first one on the 'open captions timeline'. All the others added behnd the standard first one, are gone.

I tried this with numerous projects, and it keeps happening.

What can I do about this very annoying bug? It's Premiere Pro CC 2018 I'm working with by the way.

Please help, because I have to make captions for paid projects soon...
