Many users are having issues with VFR. If the file is variable frame rate.
Use Handbrake to convert to constant frame rate before importing into Premiere Pro:

Shutter Encoder may also be used to convert to Constant Frame Rate: https://www.shutterencoder.com/en/

Ann Bens · Answer

The file contains the AV1 codec, which is not supported by PremiereNeed to convert the file: see Peru Bob’s post for handbrake or shutter encoder.
