Is there any way I can pay only once for premiere pro cc once ????

First, this is a user to user forum, with some Adobe support staff assistance. So it's not an official way to talk with Adobe staffers on things like billings.

Second, to answer your question, many of the Adobe products are now a subscription-based service ... including PrPro. There is no way to get the CC versions in a single-payment/ permanent purchase model.
